Der niederländische Architekt Jo Coenen ist vieles in einer Person: Architekt, Stadtplaner, Hochschullehrer, genialer Zeichner und bis vor kurzem sogar niederländischer Bauminister! Als solcher war er mit den höchsten planerischen Aufgaben betreut und beriet die Regierung bei ihren Entscheidungen. Als Architekt hat er sich mit dem Neubau des renommierten Niederländischen Architektur-Instituts (NAI) in Rotterdam, einem markanten Büroturm im Düsseldorfer Medienhafen, sowie mit dem Bau der Stadtbibliothek im Amsterdamer Oosterdok-Eiland einen Namen gemacht. Als Stadtplaner war er verantwortlich für den Gesamtplan der Vaillantlaan in Den Haag, den Plan für das ehemalige «Sphinx Céramique»-Gelände in Maastricht und den Masterplan für die KNSM-Insel im Östlichen Hafengebiet in Amsterdam, der internationale Aufmerksamkeit erregte. In seiner Nota als Bauminister «Die Niederlande entwerfen» plädiert er für den Schutz Öffentlicher Räume vor rücksichtslos agierenden Investoren und für die Umwandlung fragmentierter Lebensräume in kohärentere urbane Systeme.
