Oleksandr Viktorovych Zabolotnyi was born on 28 December 1970 in the city of Skvyra. During his life, he became a recognised teacher and an outstanding representative of education in Ukraine. After graduating from Vinnytsia State Pedagogical Institute with honours in 1993, specialising as a teacher of Ukrainian language and literature, he began his professional career in education.
